Quality Assurance Project Plans

EPA now requires all recipients of grant funds to develop and implement measures of project performance.  Associated with the measurement requirement is a requirement to develop and follow Quality Assurance Project Plans (QAPPs) to ensure that any decisions based upon those measures are rooted in sound principles of data collection and analysis.  However, many grantees are unfamiliar with the EPA QAPP process and requirements, and struggle to address these requirements.  This is particularly true of innovative projects, which don't fit the mold of the type of project for which EPA quality assurance guidance was written.

Michael Crow provides training to fill this gap, and has led the development of user-friendly QAPP templates for three kinds of state-level innovative projects funded by the Office of Policy, Economics and Innovation: Environmental Results Programs (ERPs), Projects Promoting the Use of Environmental Management Systems (EMSs), and state Performance Track Projects.  His support has helped QA novices not only learn how to meet EPA requirements, but also how to think more critically about measurement and improve project design. 

Mr. Crow's training modules and templates are readily adaptable to a variety of projects and needs.
