Environmental Results Program

Michael Crow is the thought and practice leader in providing consulting services on all facets of the innovative Environmental Results Program (ERP), a flexible and cost-effective alternative to traditional environmental permitting and compliance programs.  ERP is yielding measurable improvements in the performance of ordinarily hard-to-regulate small sources of pollution that together can have significant environmental impacts.  They include gas stations, auto body shops, dry cleaners and others.  ERP uniquely integrates easy-to-read facility compliance assistance and self-certification with agency inspections, statistically-based measurement, and sophisticated enforcement targeting strategies.  Find out more about ERP by reading the Executive Summary of EPA's 2007 ERP Report, "ERP States Produce Results: States' Experience Implementing the Environmental Results Program." 

More than a third of states have begun implementing or already completed at least one ERP.  Michael Crow has provided technical assistance and/or training to nearly all of them, and actively participates in and supports the States ERP Consortium.  Mr. Crow has also led EPA-funded contractor support for ERP for several years, heading the development of numerous ERP tools and reports, including user-friendly statistical tools and the aforementioned 2007 ERP Report.  

Working alone or with partner organizations, Mr. Crow can help ERP implementers:

Develop high-level project strategies and detailed implementation plans;

Identify the inventory of facilities in the target sector;

Understand, design and use statistically sound methods and tools to measure ERP performance;

Communicate with a variety of stakeholders;

Create ERP materials, including plain-language workbooks and self-certification forms;

Assist in effectively managing and automating the flow of ERP data; and

 Prepare Quality Assurance Project Plans (QAPPs).
